it kinda already does bro...tonight was a perfect example. me n a black promoter for my friend's band were standin outside the club, and the big black security gaurd comes out n tells us to move, so the black promoter kid, who's probably 2 1/4 comes out and says, "hey guys, the black guy said to move further from the door" later, he said, what i meant was " the bigger black guy" to which i retorted" oh, you mean the bigga nigga"...don't get me wrong, i know that word is out there to some, but i am by no means a racist and i hear it all day long. four of my housemates are black, my cousins are half n half and people make slurs jokingly all the time w/o "punishment". oh, and by public opinion these days, faggot isn't even close to nigger. seriously. partly due to the fact taht most blacks, coming from a strongly religious minority, don't like homos. period. neither do mexis, asians or rednecks like myself. lol.

it's just the catch-22 of if don't react to it, then people will think it's okay to say it. if we do react to it, we have idiots like that spewing their first amendment rights all over us.
but yeah, i'm with jeff on the making it socially unacceptable. i'm more for eradicating the word from our vernacular altogether (or go the anglo route and use it as a word for cigarette).

The student was suggesting that people report when people say offensive words, one of the examples used being "faggot." After the anonymous report, a counselor might approach the person. I can see some problems with this system--the reporting students would all need to be honest--but getting approached by a counselor about anything does have a certain degree of stigma. I guess it still probably wouldn't help that much.

I'm against people being disallowed from saying faggot or nigger. I think they should be made socially unacceptable, but not banned.
Banning them gives them more power, it doesn't take it away.
Maybe we should take a cue, though, and between ourselves, use fagga. But it is not cool if someone actually says faggot.
